Major John Marley, New Jersey State Police Deputy Branch Commander

Major John Marley is the New Jersey State Police (NJSP) Deputy Branch Commander for the Investigations Branch, where he oversees the Intelligence & Criminal Enterprise Section (I&CE), the Regional Operations Intelligence Center (ROIC), Special Investigations Section (SIS), and the Forensic & Technical Services Section (F&TS).

Prior to his assignment as the Deputy Branch Commander, Major Marley was assigned to the ROIC as the Critical Infrastructure Bureau (CIB), Bureau Chief, where he supervised the Threat Analysis Unit (TAU), the Infrastructure Protection Unit (IPU), and the Cyber Threat Intelligence Unit (CTIU).

Prior to his assignment as the Bureau Chief for the CIB, he was assigned as the Unit Head for the TAU at the ROIC. The TAU provided public and private sector partners with actionable intelligence in order to increase situational awareness. Prior to his assignment with the TAU, Captain Marley was assigned to the IPU at the ROIC. The IPU provided professional and technical assistance to public and private sector entities through the development of security surveys, facility description reports, events assessments, and site vulnerability assessments.

Prior to this assignment, Captain Marley was the Assistant Bureau Chief for the Violent & Organized Crime Control North Bureau, which was charged with collecting, extracting, summarizing, analyzing, and disseminating criminal intelligence data. Prior to this assignment, he was the Unit Head for the Counter Terrorism Bureau, Joint Terrorism Task Force (JTTF). In this role, Captain Marley supervised NJSP detectives assigned to the Federal Bureau of Investigation’s (FBI) JTTF in the Newark, New York, and Philadelphia Field Offices and the New York City Police Department’s Intelligence Division.

From 2005 to 2014, Captain Marley was assigned to the FBI JTTF in both the Newark and Philadelphia Field Offices. He was also assigned to the FBI International Terrorism Operations Section in McLean, Virginia, where he assisted in managing international terrorism investigations, and the Military Liaison and Detention Unit in Guantanamo Bay, Cuba, where he conducted interviews of suspected al Qaeda captives at the U.S. Navy facility.

From 2002 to 2005, he was assigned to the New Jersey Office of Homeland Security and Preparedness (NJOHSP). His responsibilities included conducting intelligence and criminal investigations as they pertained to international and domestic terrorist organizations, developing and delivering anti-terrorism awareness training, providing community outreach, and assisting in developing force protection for critical infrastructure sites. From 2000 to 2002, he was assigned to the NJSP Academy in the In-Service Training Unit. He instructed in firearms, anti-terrorism awareness, and first aid. He also served as the NJSP coordinator for anti-terrorism awareness seminars that were conducted by the FBI, the NJSP, and the NJOHSP.

From 1998-2000 Major Marley was assigned to the NJSP Technical Emergency and Mission Specialists (TEAMS) unit which was a full time SWAT, dive, and high angle rescue team. From 1995-1998 Major Marley served at various road stations in the Field Operations Section. He began his career with the NJSP as a Trooper in 1995.

Major Marley served eight years in the U.S. Marine Corps Reserve and is a member of the International Association for Counterterrorism and Security Professionals and the American Society for Industrial Security International. Major Marley has provided terrorism awarneness and prevention training to thousands of law enforcement personnel throughout the United States. He holds a Master of Arts degree in education from Seton Hall University and a Bachelor of Science degree in criminal justice from Stockton University.
